1. Researching the potential impacts of special-status settlements and the most promising locations for these settlements from political, cultural, and economic standpoints;
2. Promoting the refugee cities concept to key decision makers in government and advising them on how to put the concept into action; and
3. Administrative needs to support these priorities.
